Insurance for a Kazakhstan temporary residence permit: what Russian citizens should check before paying

Saqtandyry registration, policy dates and additional cover for business immigrants. Seven questions for the insurer, application documents and steps to correct errors.

The general document list for a temporary residence permit (TRP) in Kazakhstan requires medical insurance registered in the Saqtandyry digital system. When applying through the police or a Public Service Centre (PSC), submit a copy and present the original for comparison. Buying any policy labelled “for a trip to Kazakhstan” without checking these conditions is risky: a product name does not prove compliance with the list.

This guide is for adult Russian citizens preparing a TRP application for employment, study, family or business purposes. It helps you check insurance before paying but does not replace the full set of documents for your grounds of residence. The rules were checked on 16 September 2026.

Legal basis: Ministry of Internal Affairs Rules No. 992, Appendix 2, item 10, subitem 3 of the general list. The same item sets separate coverage requirements for business immigrants. Do not apply the conditions for one route to all others.

Does a Russian citizen with an employment contract need insurance?

The cited general list contains no exemption from insurance based solely on Russian citizenship. Prepare your documents against the published requirement, rather than advice that “Russians do not need insurance”. If someone claims an exception applies to your situation, ask the receiving authority to identify the current provision and confirm which document or records are used instead of the policy.

Entitlement to medical care, status in Kazakhstan’s compulsory social health insurance system (OSMS) and a document on the TRP application list are separate questions. A Russian compulsory health insurance policy (OMS), evidence of employer contributions or travel insurance does not, by itself, establish compliance with the requirement for insurance registered in Saqtandyry. This article does not determine the scope of medical care available to you under international treaties or OSMS.

The employee should give the employer the policy details to check against the TRP application documents. The employer or other host should check the foreign citizen’s details and the grounds for applying. Agree separately who pays for insurance: a free government service does not mean a free insurance product. The full procedure is covered in the employment TRP guide.

Permanent residence has a different document list. Do not buy a policy “for a residence card” simply because insurance is required for a TRP: first check the documents for a first permanent residence application and the medical certificate requirements.

Seven questions to ask the insurer before paying

The following is KLC’s practical checklist, not an additional government document list. Ask for a draft contract and answers you can keep with your policy.

  1. Which TRP route is this product intended for? State your Russian citizenship, purpose of stay and planned application date.
  2. Will the insurance be registered in Saqtandyry? How and when will the insurer confirm registration, and how can a missing or incorrect record be fixed?
  3. Which personal details are entered in the policy? Check your name and identity document; if an individual identification number (IIN) is included, check that too. Arrange for the record to be updated after replacing your passport.
  4. When does insurance start and end? The payment date may differ from the start of coverage. Check that the document will be valid when you apply; agree on the period you need for your situation before buying.
  5. Which territory and care are covered? Check Kazakhstan, the services covered, exclusions, limits and the insured person’s out-of-pocket costs under the contract.
  6. How do you obtain care? Save the contact number, treatment authorisation procedure and list of available providers, if the product includes one.
  7. What will you receive after payment? Clarify policy delivery, registration confirmation, correction of details, cancellation terms and refunds.

The general insurance subitem itself does not set a single price, name an insurance company or prescribe a universal term of “exactly one year”. Do not present one product’s conditions as a rule for every TRP. Before paying for a short or non-standard period, confirm its suitability with the insurer and your host.

Example. Your application is scheduled for 24 September, but coverage starts on 25 September. Even if the policy has been paid for, do not treat the documents as ready for the 24th: ask about changing the start date or the application date. Any postponement must take your lawful period of stay into account; buying insurance does not extend it.

Additional checks for a business immigrant

For business immigrants, Appendix 2, item 10, special subitem 6 specifies insurance covering primary health care and specialised inpatient medical care provided on an emergency basis, on terms agreed by the parties and subject to the minimum requirements of Kazakhstan’s legislation.

Ask the insurer to show you the relevant contract provisions. “We offer a standard TRP policy” is not enough to verify the specific coverage. Medical certificate form 028/u is a separate document in the same list; it does not replace insurance. Other requirements are covered in the business immigrant TRP guide.

How to include insurance in your TRP application

Before travelling, choose your TRP grounds and collect the information needed to assess an insurance offer. Do not pay until registration, dates and coverage are clear. After arrival, coordinate the application with your host and check the arrival notification: a policy does not replace it.

When applying through the police or the Government for Citizens State Corporation, the general list requires a copy of medical insurance and the original for comparison. Under paragraph 5 of the Rules, where the necessary information is available in integrated digital systems, documents containing that information do not have to be submitted again. This is a condition about access to records, not permission to forgo required insurance.

For an application through the portal, the host requests available records or attaches scanned copies according to the list and signs the application with an electronic digital signature — paragraph 8 of the Rules. Clarify how to provide your policy before submitting, particularly if the records cannot be found. Do not treat a payment screenshot as proof of registration in the system.

The government TRP issuance service is free, and consideration of an application with the necessary documents takes one working day. When applying through a PSC, the intake day is excluded from the service period; submissions outside working hours are handled according to the portal’s operating rules. Buying a policy, entering records and correcting errors are not included in that period. The basis is paragraphs 7–9 of the Rules and items 5, 8–9 of Appendix 2.

If a policy is missing from the system, contains an error or your documents are not accepted

  • The record cannot be found: ask the insurer to check registration and identifying details; ask the receiving authority which information is missing. Do not buy a second policy blindly.
  • An error in your name, passport details or IIN: arrange a correction with the insurer and check the policy against the TRP documents again. Keep the updated document and confirmation of the changes.
  • An expired document or incomplete application: for police or PSC applications, the Rules provide for refusal to accept the documents, recorded in a receipt. Obtain it and identify the specific deficiency — paragraphs 6–7 of the Rules.
  • A reasoned refusal of the service itself: do not automatically attribute it to insurance. Check the grounds of the decision and the appeal procedure; this is not the same as a package that was not accepted. See what to do after a TRP refusal.

If your authorised stay has already expired, buying a policy and correcting a record do not resolve the violation. Contact the migration service to determine the next steps and seek legal assistance if needed. Do not rely on an automatic extension while preparing documents; check the period of stay without a TRP in advance.

Check the policy together with your TRP grounds

For an initial review, prepare your grounds for applying, planned application date, policy dates, registration details and coverage list. A payment receipt alone is not enough. The aim is to establish whether the insurance document is ready for your particular application and correct discrepancies before your visit.
