First Kazakhstan residence permit for Russian citizens: applying for permanent residence

The adult applicant’s route: eligibility, documents, solvency, housing, certificate validity and lawful stay while the application is considered.

A Russian citizen’s first application for permanent residence in Kazakhstan starts with permission to reside permanently, not with ordering a residence card. For an adult applicant, the main route is to check lawful stay, prepare the package under Appendix 7 to the migration rules and submit it in person to the territorial police or through a Public Service Centre (PSC). Russian citizenship enables visa-free entry, but does not replace documents or guarantee approval.

This guide is for an adult Russian citizen applying for permanent residence for the first time. It helps you assemble the package and plan submission. If permission has already been granted, you need a different stage: obtaining the residence card after approval. Replacement of an existing card and the children’s document list are not covered here.

The rules were checked on 13 September 2026. Legal requirements below are distinguished from preparation recommendations; certificate validity and grounds for exemptions must be checked for your particular case.

Who can apply, and must you obtain temporary residence first?

Paragraph 16 of the Rules for issuing temporary and permanent residence permits allows applications from foreigners arriving from states with an agreement on visa-free entry and stay. A Russian citizen does not need to invent an employment or marriage basis solely to use this application category. However, they must meet the permanent-residence requirements and have no grounds for refusal.

This route does not establish a universal minimum period of prior residence under a temporary residence permit (RVP). But no such minimum does not mean unlimited stay in Kazakhstan. Before entering, assess the stay period available to you; after entering, check the host’s notification and your current migration status. There is a separate RVP basis for people who have applied for permanent residence: subitem 8) of item 10 in Appendix 2 to the same rules specifies the document-acceptance slip for the permission application, in the form set out in Appendix 9. This is a separate procedure, not an automatic extension of stay when you apply. As soon as your package is accepted, clarify how to obtain RVP on this basis and which documents are applicable; do not wait for your permitted stay to end.

The adult applicant’s package: what to collect

Use item 10 of Appendix 7 to the migration rules, not the list for producing a residence card. For an ordinary first application by an adult, prepare:

  1. The application questionnaire in Appendix 8 to the rules. Check dates, former surnames and information about previous applications; answers must match the documents.
  2. Your international passport: the original for verification and a copy. On the submission date, it must have more than 180 calendar days of validity remaining. A Russian internal passport does not replace the international passport in this list.
  3. A document confirming solvency, or a document establishing an exemption from proving it.
  4. A document on the presence or absence of a criminal record in the country of citizenship and/or permanent residence, issued by that state’s competent authority. If you have lived permanently outside Russia as well, clarify in advance which countries your package must cover. The list’s exceptions for refugees and certain ethnic Kazakhs are not a general concession for Russian citizens.
  5. A notarized housing document: a contract with an individual or legal entity for applicants proving solvency, or a statement by an individual or legal entity providing housing for residence and permanent registration for at least 180 calendar days. Agree on the appropriate form with the notary and receiving office.
  6. A medical certificate, form 028/у, confirming the absence of diseases that prevent entry.
  7. One photograph measuring 35 × 45 mm.
  8. A document confirming payment of the state duty.
  9. A certificate of completion of fingerprint registration. An adult applicant should not regard fingerprints as optional or postpone them until the card stage.

The route based on an in-demand profession additionally requires a petition from the relevant sectoral state body containing the information prescribed by the rules about the profession and compliance with qualification requirements. Merely naming the profession on a CV is insufficient. Consent from a child aged 14–18 belongs to a child’s case, not every adult application.

When applying through a PSC, the presence of an Individual Identification Number (IIN) is checked. Check it and the consistency of your personal details in advance. An IIN does not itself grant residence rights or replace any document in the main package.

Solvency: check the exemption first, then the amount

Under paragraph 2 of the Rules for confirming solvency, you need a certificate from a Kazakhstan-resident bank or a Kazakhstan branch of a nonresident bank, signed by an authorized bank representative. It confirms funds in an account or accounts of at least 1320 calculation units, set by the budget law for the relevant year as of the application date. A certificate from a Russian bank does not, by itself, meet this description of the bank.

These are funds in a bank account, not a duty paid to the state. Do not automatically add the purchase price of an apartment to this formula: the current Order No. 531 has no separate formula for buying housing. The housing document nevertheless remains a separate part of the package. The authenticity of the bank document is checked by an inquiry to the bank with the applicant’s consent.

Article 49 of the Law on Population Migration provides exceptions, including for ethnic Kazakhs, certain former compatriots, people entitled to simplified citizenship under international treaties and their family members, and people with in-demand professions on the approved list. A Russian passport alone does not establish an exemption. First identify the specific ground and the document proving it, then decide whether you need the bank certificate. Housing, certificates and translations: what to agree before spending

Check that the owner is willing not only to rent out the apartment but also to execute a document for permanent registration. An ordinary accommodation contract without the required notarization and content should not be treated as a ready document for this package. Discuss the address, period and registration before paying for certificates; the housing guide helps you prepare the conversation with the owner.

Appendix 7 sets a validity period of no more than 180 calendar days for solvency, criminal-record and medical-examination documents. However, the medical form itself separately specifies three months. KLC’s practical recommendation is to plan submission within the shorter period, not to assume that any form 028/у is automatically usable for six months. The difference between the provisions is explained in the medical-certificate article.

Documents in a foreign language are translated into Kazakh or Russian; a notary certifies the translation’s accuracy. A document already in Russian does not need translation merely because it was issued in Russia. Legalization of foreign official documents applies subject to exceptions in law and international treaties: do not automatically pay for an apostille without checking the applicable exception for the particular document. For a Russian certificate, use the separate explanation of criminal records, translation and apostilles.

For example, an applicant’s passport is valid for another eight months, but the owner does not agree to permanent registration. Ordering all short-lived certificates immediately is impractical: housing and the submission date need to be resolved first. Two months later, the passport may no longer meet the “more than 180 days” requirement. This is a planning example, not an additional legal deadline.

How submission works, and the time and costs involved

Apply in person to the territorial police or through the Government for Citizens State Corporation — a PSC. For children and people declared legally incapable by a court, the rules provide for legal representatives with proof of authority. Booking a queue slot through the portal does not turn the service into remote submission of the entire case.

Under Appendix 7, the service takes 45 calendar days from submission of the necessary package. This is not the time needed to prepare Russian documents, find housing or manufacture the future card. The duty for permission is 4 monthly calculation indices (MRP), at the rate on the payment date. Before paying, check the payment details and purpose: the residence-card duty belongs to another stage. Notary services, translations, examinations and banking services are paid separately at the providers’ rates.

When documents are accepted, obtain the slip or prescribed receipt and keep a copy of the package. The police check the information, including the authenticity of the bank confirmation, and perform the necessary consultations. The result is permanent-residence permission or a reasoned refusal; a complete package does not yet mean a positive decision.

If documents are not accepted, permission is refused or your stay is ending

An incomplete package or expired documents can lead to refusal to accept the application. Ask for the formal document stating the reason, correct the specific deficiency and recheck the validity of the whole package. Do not confuse this with refusal following consideration of the application.

Grounds for refusal on the merits include false information, unconfirmed solvency without an applicable exemption, an unspent or unexpunged conviction for a crime, failure to undergo mandatory fingerprint registration, migration violations specified by law and other grounds in Article 49. Medical contraindications are also provided for, but the relevant provision does not apply to legally incapable persons. This is not an exhaustive list: assess the precise provision and its exceptions, rather than promising that “one fine always rules everything out.”

Under paragraph 29 of the rules, a repeat application for permanent-residence permission is submitted no earlier than one year after the reasoned conclusion refusing permission or annulling it. This restriction does not apply to refusal to accept an incomplete package. Appealing the decision is a separate route: obtain the written grounds and check the applicable appeal procedure. Correcting documents does not guarantee reversal of a refusal already issued. Do not use forged certificates or conceal information in the questionnaire.

If your stay is ending, address it independently of awaiting permanent residence: clarify RVP processing while your stay is lawful. If the deadline has already passed, contact the migration service to determine the actions appropriate to your status and possible liability. Applying for permanent residence does not remove a past violation or create a universal grace period.

What to do after approval, and where to start now

After permission is granted, proceed to permanent registration and obtaining the residence card. Do not order the card as a substitute for the first application or treat an approval notification as the card itself. The next stage is covered in the guide after permanent-residence approval.

Start with four facts: the international passport’s expiry date, your current basis of stay, proof of an exemption or bank confirmation, and agreed housing for permanent registration. Then set a submission date and collect certificates around it.

For an initial assessment, describe your citizenship, current status, passport dates and housing situation; do not send complete documents in public comments. An individual assessment helps identify applicable requirements but does not guarantee the police decision.
