An adult Russian citizen applying for permission for permanent residence in Kazakhstan under the general document list must provide a medical certificate on Form 028/у. A Russian passport does not, by itself, exempt the applicant from this document. This guide concerns preparation for permanent residence permission, not the issue of the plastic residence card after approval.
Do not plan your application around 180 days alone. The migration document list sets a maximum of 180 calendar days for the medical certificate, but the current Form 028/у states: “Validity: 3 months.” Before the examination, confirm your application date and the requirements for the medical report with the receiving migration service unit and the medical organisation.
The practical outcome is to choose the appropriate examination, obtain the required form and avoid discovering just before submission that the report has expired. Children have a separate document list: the adult package must not automatically be copied for the whole family.
Which document is required, and what cannot replace it
In Appendix 7 to the Rules for issuing permits, Order No. 992, the medical certificate appears in paragraph 10, subparagraph 7. It confirms the absence of diseases listed in Ministry of Health Order No. 664. It is one document within an application, not a separate residence permit.
The current title of Form 028/у is “Medical report on the health of a foreign national, stateless person, migrant, migrant worker (including from an EAEU member state).” The reference to a worker in the title does not mean that the form is only used for employment: the migration document list expressly refers to it for permanent residence.
An insurance policy, an individual test result or a Russian certificate “for employment” is not, in itself, the specified form. Do not expect to substitute one of these for Form 028/у without checking. If you have already undergone examinations in Russia, before incurring further costs ask the medical organisation preparing the report which results it can use, and ask the migration service which final document is required. This is preparation advice, not a promise that a foreign certificate will be accepted.
Why 180 days and three months are not the same
The migration rules set a maximum validity of 180 calendar days for the documents in subparagraphs 3, 4 and 7. The medical form, meanwhile, has its own validity period of three months. The upper limit in the migration list must not be read as extending the period stated on the form.
For planning, use the shorter period: submit a valid medical report within its three months, while also remaining within the migration list's limit. This is a practical approach to the two requirements, not a claim that a KLC publication resolves a conflict between legal provisions. If your date is close to the boundary or the issued document states a different period, ask the receiving unit for clarification in advance. Three months should not automatically be replaced with 90 days.
For example, your examination is planned for early September, but you will only be able to submit the full package in January of the following year. Do not expect to keep using the September certificate simply because 180 days have not yet passed. Arrange the examination closer to submission and allow time for the results. These two provisions do not establish a universal preparation time or a single price: ask the medical organisation you choose.
Four checks before paying for the examination

The form itself includes conclusions by an internal medicine physician or general practitioner, an infectious disease specialist, a psychiatrist and an addiction specialist, fields for examination results, including radiology, and testing for psychoactive substances. It provides for identifiers of specialists' conclusions, the completion date and certification details. Agree the specific examination pathway with the medical organisation: the list of fields is not an instruction to order tests for yourself.
Which diseases are checked
Ministry of Health Order No. 664 lists drug addiction, mental disorders (illnesses), tuberculosis, leprosy, the infections predominantly transmitted sexually that it specifies, and acute infectious diseases other than acute respiratory viral infections and influenza. The listed sexually transmitted infections include syphilis, venereal lymphogranuloma (donovanosis), and chancroid.
Do not decide whether a permit is possible based on a single word in an old medical record. Specialists assess the content of the medical report; the migration rules provide for refusal where a disease is a contraindication to entry. However, paragraph 11 of Appendix 7 expressly states that subparagraph 21), concerning this ground for refusal, does not apply to persons lacking legal capacity. This is an exception to a particular refusal ground, not an exemption from all other application conditions. If a result is disputed, ask the medical organisation for an explanation or its error-correction procedure, and clarify the consequences for the application separately. Buying a certificate without an examination does not solve the problem: document authenticity is a separate condition of consideration.
Does a child need the same certificate?
Paragraph 10 of Appendix 7 to Order No. 992 contains a separate list for an applicant under 18 who arrived with both parents or one parent, and for the case specified there where the legal representative is a Kazakhstan citizen or a foreign national or stateless person permanently residing in Kazakhstan. It refers to subparagraphs 1, 2, 5, 6, 8 and 9 and additional documents for the child. Subparagraph 7, containing the medical certificate, is not included in that reference. The age conditions for individual documents still apply.
This must not be turned into a statement that “no child ever needs a medical certificate.” First check whether the child falls within the situation described. Form 028/у itself also has a note about information for children, including vaccinations; that note does not replace checking the applicable migration document list. Before paying for examinations for the family, ask the receiving unit to confirm the package separately for each applicant.
How to fit the examination into application preparation
- Determine who is applying and which document list applies to each family member.
- Check whether the other documents are ready and establish a realistic submission date. Separate guides will help with the criminal record certificate and the housing document.
- Before paying, agree the form, examination content, cost and schedule with the medical organisation; clarify disputed document-acceptance requirements with the migration service.
- On receipt, check personal details, the completion date, validity and the final report's formal details. Do not leave discrepancies uncorrected until the submission appointment.
- If submission is postponed, check the medical document's validity and the legality of your current stay again. A doctor's appointment or waiting for a certificate does not, by itself, extend your permitted stay in the country. If you have already overstayed, contact the migration service to determine the next steps instead of waiting for the examination to finish.
For help preparing the package, contact KLC through the “Visas, temporary and permanent residence” service. State the applicants' ages, intended submission date and whether a certificate has already been issued. This allows the medical document to be checked together with the rest of the package; a favourable application outcome is not guaranteed.
