Kazakhstan has different passport requirements for temporary and permanent residence. A temporary residence permit (RVP) cannot outlast the national passport. When applying for permission for permanent residence, the international passport must remain valid for more than 180 calendar days. The permanent residence card is issued for ten years, but not beyond the validity of the passport of the country of citizenship.
This guide is for an adult Russian citizen choosing an application date and deciding whether to obtain a new international passport beforehand. It helps check the passport component specifically: a valid passport does not replace an RVP basis or the other required documents.
The rules were checked on 16 September 2026. Legal requirements and KLC preparation recommendations are distinguished below; obtaining a Russian passport and a Kazakhstan residence permission are separate procedures.
Which document is required: distinguish temporary and permanent residence
For a paper RVP application, the list requires a copy of an identity document, with the original for comparison. For permission for permanent residence, the list expressly names an international passport: a copy and the original, with more than 180 calendar days of validity remaining on the application date. These are different formulations in appendices 2 and 7 to Ministry of Internal Affairs Rules No. 992.
Therefore, “I entered using my Russian internal passport, so it is enough for every application” is not a valid conclusion. Permission to enter does not determine the permanent residence document list. If you have no international passport and want specifically an RVP, before paying for preparation, ask the receiving office which document it will accept in your situation and how it will be recorded in the migration system. The list's wording alone does not establish that every application channel will accept an internal passport without further questions. For an ordinary permanent residence application, follow the express international passport requirement.

How to calculate the 180 days correctly
Under appendix 7 to Rules No. 992, the reference point is the application date, not arrival, booking a Public Service Centre appointment, or ordering certificates. Count calendar days: weekends and holidays are not excluded from the remaining validity.
Calculation example: for an application on 16 September 2026, a passport expiring on 15 March 2027 gives a difference of 180 calendar days; expiry on 16 March gives 181 days. The first does not meet “more than 180”; the second meets only that numerical condition. Postponing the application by a day reduces the margin. This is a calendar calculation, not a guarantee that the entire package will be accepted.
KLC recommends not planning around the last permissible day. First establish the actual intake date and passport margin, then coordinate the other documents. Check their own validity periods separately; see the permanent residence application timeline.
How a passport limits the RVP and residence card
Paragraph 10 of Entry and Stay Rules No. 148 caps the RVP at national passport validity. Even if a contract or another basis allows a longer stay, the passport cap still applies. However, the permanent residence “more than 180 days” rule cannot automatically be applied to RVP as a universal minimum margin.
Under article 10 of the Law on Identity Documents, the residence card is issued from age sixteen for ten years, but not beyond the passport validity of the country of citizenship. For our adult reader, this means a passport with little validity remaining does not allow an expectation of a full ten-year card.
Do not confuse permission for permanent residence with the residence card. They are two stages. If the card is nearing expiry, see the residence-card replacement guide; card expiry alone should not be interpreted as requiring the whole initial procedure again.
What to prepare before travel and after entry
Before travelling, compare your full name, date of birth, international passport number and expiry date. If renewing it, coordinate this with obtaining certificates: documents may contain the previous passport details. A changed number does not automatically mean every certificate is invalid; the compatibility of the particular package is checked during preparation.
After entry, check with the receiving party that the arrival information matches the document used. The receiving person submits an arrival notification within three working days under paragraph 9 of Rules No. 148; this is not an RVP. Changing passports does not replace notification or create a new period of lawful stay.
For a paper application, the passport component consists of the original and a copy of the relevant document; the full package depends on the procedure and basis. For employment-based RVP, separately agree with the employer on contract details and the information recorded about it in the system: RVP under an employment contract for Russian citizens. A passport alone does not replace an employment contract. For permanent residence, use the complete first-application route.
A new passport: do more than replace the copy in your folder
Contact the migration service with your new passport, the previous document or an available copy, and your current RVP or proof of an accepted application. This is a recommended set for reconciliation, not an exhaustive statutory checklist for a separate public service.
Ask which passport details are in your file, whether the permit needs updating or reissuing, and which supporting documents to attach. The reviewed rules do not establish a single automatic RVP transfer procedure for all these situations. We therefore promise neither automatic retention of old details nor a mandatory departure solely because of passport replacement.
If documents were not accepted or validity has already expired
Distinguish rejection of an incomplete package at intake from a reasoned refusal of the service itself. Rules No. 992 provide for intake rejection of incomplete packages and expired documents. Ask for a written document stating the specific reason; if passport validity is the issue, check whether the procedure is RVP or permanent residence and which rule the office cites.
Correcting the passport component does not guarantee approval: the residence basis and other requirements remain. If you disagree with the decision, consider the appeal procedure for the particular service. Do not extend restrictions on reapplying after certain permanent residence refusals to every objection at intake.
If your passport, RVP or permitted stay has expired, do not silently wait for another appointment: contact the migration service promptly; for the Russian passport, also contact a Russian consular office. Clarify the lawful procedure for further stay and, if required, departure. Applying for a new passport or permit does not itself legalize an overstay. Timing, costs and checks before payment
Under appendix 2 to Rules No. 992, RVP issuance is a free public service with a processing period of one working day from submission of the required package. This is not the time needed to obtain a Russian international passport or a promise to assemble every document in a day. Russian passport fees, copies, translations and assistance are not included in free RVP issuance; those amounts are not calculated here.
Before booking, complete this short record:
- Procedure: RVP / permission for permanent residence / residence card.
- Application document, its number and expiry date.
- Planned actual intake date and calendar days of passport validity remaining.
- Basis and expiry date of your current lawful stay.
- Applications already submitted and where old passport details appear.
- What the receiving office has confirmed and what remains to be clarified.
