How long does a Kazakhstan residence permit take for Russian citizens?

45 calendar days for permanent residence approval and up to 17 working days for the card do not cover the whole process. Plan documents, applications and lawful stay.

Kazakhstan's permanent residence permission service has a processing period of 45 calendar days from submission of the required documents. After approval, the residence permit card is issued through a separate service: the ordinary deadline is no later than 17 working days. Preparing certificates and the interval between these applications are not included. A promise of a “residence permit in 45 days” therefore does not describe the whole journey to receiving the card.

This guide is for an adult Russian citizen planning a first residence permit who needs to sequence the process, rather than learn the deadline for just one service. Replacing an existing card, a child's application and special grounds require a separate assessment. There is no universal deadline from deciding to move to receiving a residence permit.

Checked on 16 September 2026. The ordinary route under current Ministry of Internal Affairs rules is described below. The preparation calendar is a KLC recommendation; government-service deadlines come from the respective rules.

The permission deadline is in item 5 of appendix 7 to Ministry of Internal Affairs Rules No. 992. The card deadline is in item 5 of the requirements for the service issuing a foreigner's residence permit in Kazakhstan to foreign citizens and stateless persons permanently residing there, in Rules No. 266. These are two separate services.

Why adding 45 and 17 does not give you a travel date

Calendar days include weekends; working days are counted differently. “45 + 17” does not therefore mean 62 calendar days until the card is ready. After a decision, you also need to obtain the notice and lodge a separate card application.

For expedited cards, the rules expressly exclude the day of application and payment of the expedited-service receipt from the processing period. Expediting applies to documentation after approval: it does not shorten the 45-day assessment of permanent residence permission.

Planning example: you booked an appointment, but a certificate had expired and your package was not accepted. The appointment date does not start the 45-day clock. First correct the package and obtain confirmation that it was accepted. If permission is later approved, the card-service clock still relates to a separate application, not the first visit.

Practical conclusion: do not tie non-refundable tickets or a mandatory work start date to simply adding the two numbers. First obtain the dates and confirmations for your own case. This is planning advice, not an additional legal deadline.

What to check before ordering certificates

Start with your international passport and housing arrangements. Under item 10 of appendix 7 to Rules No. 992, the international passport must have more than 180 calendar days remaining on the application date. The notarised housing document must match the requirements; the housing-provision statement route provides for accommodation and permanent registration for at least 180 calendar days.

The same list limits the validity of solvency, criminal-record and medical documents to 180 calendar days. However, medical form 028/у itself states 3 months. Do not assume that the medical certificate is automatically acceptable for half a year: KLC recommends planning submission within the shorter period and checking acceptance with your migration office beforehand if the date is disputed. Three months should not automatically be converted into 90 days. See the medical certificate guide for the difference between these periods. Do not apply this rule to every document indiscriminately. If an exemption from proving solvency applies, prepare evidence of that exemption instead of an unnecessary bank certificate.

Before booking, check:

  • passport validity on the intended application date;
  • issue dates of the bank document, criminal-record certificate and form 028/у medical certificate;
  • readiness of the housing document and the owner's agreed actions;
  • matching names and dates across originals, translations and the application form;
  • the remaining documents, including a photograph, proof of the state duty payment and fingerprinting.

Must you hold temporary residence before applying?

For the ordinary route for a Russian citizen from a state with a visa-free agreement, paragraph 16 of Rules No. 992 does not prescribe a universal minimum period of prior residence under a temporary residence permit (RVP). Eligibility to apply for permanent residence does not, however, remove the need to check that your current stay is lawful.

Submitting the package does not automatically extend your stay. Subitem 8 of item 10 of appendix 2 to Rules No. 992 provides a ground for a temporary residence permit for people applying for permanent residence: the document acceptance receipt under appendix 9. When submitting your package, ask about separately obtaining an RVP on that ground, the required documents and the validity of your particular permit.

Before entry, check how much permitted stay is available; after entry, check the host's arrival notification and your status. The limits on ordinary visa-free stay are explained in the 90/180 guide for Russian citizens. Do not replace that calculation with the application processing period.

An employer is not a mandatory participant in this ordinary permanent residence application route. If your current RVP is employment-based, changes to employment require separate assessment: waiting for a residence permit decision does not automatically replace your existing ground for stay.

When to apply for the card and what to pay for

After approval, obtain written notice. The form in appendix 13 to Rules No. 992 identifies the office to contact for residence permit documentation. Follow those instructions, check your residence registration and do not assume that the card has already been ordered.

For an adult's first card, the requirements include a valid international passport and the permission notice; the other documentation steps are covered in the guide for applicants whose permanent residence has been approved. Keep the application registration slip or document collection receipt.

Separate the costs: state duties, the additional expedited-card charge, certificates, notarial services, translations and agreed legal assistance fees. Check current amounts and payment details before paying. Money held in a bank account to demonstrate solvency is neither a service price nor a state duty.

If documents are rejected, the deadline passes or permission is refused

Documents were not accepted. Obtain the refusal-of-acceptance document and check its reason: incomplete packages and expired documents are grounds under the rules. Correct the problem and resubmit. Waiting for an appointment is not the same as an accepted application.

Documents were accepted but the result was not provided within the prescribed period. Contact the service provider with the acceptance date and number, and request the status and a written result. Keep a record of your enquiry. If necessary, use the procedure for challenging a decision, action or inaction: chapter 4 of Rules No. 992 for permission, and Rules No. 266 for the card. A missed service deadline does not mean automatic approval.

Permission was refused. Obtain the reasoned notice and examine the stated ground. Paragraph 29 of Rules No. 992 allows a repeat application no earlier than one year after the reasoned conclusion refusing permanent residence permission or annulling it. This is different from returning an incomplete package at intake; reapplication must also be distinguished from appeal. See the residence permit refusal guide.

There is a problem with the card service. Request a document explaining the refusal to accept the application or provide that specific service. Do not automatically apply the one-year restriction for refusal of permanent residence permission to it.

Your permitted stay is ending or has already been exceeded. Do not wait for the card as a way of resolving an overstay. Urgently check the lawful procedure for further stay or departure, and the consequences of the breach, with the migration service. An application or complaint does not itself erase an overstay.

Your calendar: five entries instead of one promised date

  1. Intended submission date and remaining international passport validity on that date.
  2. For each time-limited certificate: “issued ___ / valid until ___”; separately, “stay permitted until ___”.
  3. “Package accepted ___ / receipt No. ___ / result expected ___”: actual acceptance date, confirmation and service deadline for your case.
  4. “Notice received ___ / card application registered ___ / collection expected ___”: record whether ordinary or expedited processing was chosen.
  5. Card collection date and verification of the personal details on it.

For an individual plan, open “Visas and residence permits”. Provide your citizenship, current immigration status, entry date, international passport expiry date and which certificates are already ready. Do not send your passport to a public chat.
