For a first application for permanent residence in Kazakhstan, a Russian citizen needs the application form in Appendix 8 to Ministry of Internal Affairs Rules No. 992. It may be completed by hand or on a computer. The form requires comprehensive answers without shortened words, abbreviations, corrections or dashes. This guide explains how to gather information and check your entries; it is not an invented “universal sample” containing someone else's details.
This is an application for permission to reside permanently, which comes before obtaining the residence permit card. Replacing an existing card follows a different process. This guide is for an adult Russian citizen; it does not cover children's application documents.
Checked on 15 September 2026 against the current Ministry of Internal Affairs Rules: Appendix 7, paragraph 10, subparagraph 1 establishes the document requirement, while Appendix 8 contains the form and its completion note.
Where to get the form, and whether you need an autobiography
Open the official Rules linked above and find Appendix 8, headed “Application form for permission to reside permanently in the Republic of Kazakhstan”. Use the download function on the document page or obtain the current blank form from the office where you will submit your documents. Before filling it in, compare the heading, the 14 numbered items and the final note.
The document list checked in Appendix 7 does not include a separate autobiography. Education and employment details belong in item 13 of the form. A free-form life story therefore does not replace the prescribed application. If you have been given a different list that includes an autobiography, ask which procedure it concerns and which current provision supports that item. Do not apply citizenship requirements to permanent residence applications.
What to gather before filling it in
This is a working list of information for the form, not an additional mandatory set of supporting documents:
- Your international passport: spelling of your surname and given name, citizenship, date and country of birth, document details and validity period.
- Your Individual Identification Number (IIN), if you have one; the form includes that qualification. When applying through a Public Service Centre, the IIN requirement is checked separately under the service rules: the wording on the form does not mean you can skip arranging an IIN.
- Documents recording changes to your surname, given name or patronymic, and marriage or divorce documents, if relevant to your history.
- Your actual address in Kazakhstan and telephone number; family members' details for the table in item 11.
- Your education and employment timeline: starting and ending month and year, full names of educational institutions and organisations, positions and addresses.
- Details of previous applications for permanent residence: when you applied, to which authority and with what result.
KLC recommends first preparing a draft from your documents, then transferring the checked details to the form. Do not post passport details in public groups to have a sample checked.
Personal details and the family section
Items 1–2: status and name. A Russian citizen indicates the legal status of a foreign citizen, not a stateless person. Your surname and given name must be written in Russian and Latin letters in accordance with your identity document. Do not devise your own transliteration. If your surname, given name or patronymic has changed, the form asks for the previous details, the reason and the date of the change.
Items 3–9: birth, citizenship and documents. Copy your date and country of birth from your document. For former citizenship, the form asks where, when and on what grounds it was lost. Citizenship and ethnicity are separate fields; do not automatically give the same answer in both. Marital status is supplemented by the marriage or divorce certificate details requested on the form. The passport section asks for the issuing country, document type, number, series, issue date and validity period.
Items 10–11: address and family. Item 10 specifically asks for your actual residential address in Kazakhstan, not a future apartment you have not yet rented. The family members table includes relationship, surname, given name and patronymic where applicable, year and country of birth, citizenship, residential address and IIN where available. Do not give everyone your Kazakhstan address if some family members live in Russia. If you are unsure which relatives to include in your circumstances, ask the receiving office: the table heading alone does not define an exhaustive list of relatives.
If a question does not apply to you, do not insert a dash: the form's note prohibits this. Give a truthful answer in words, such as “I have not applied previously” for item 12 if you genuinely have no previous applications. For a complicated case without an obvious answer, clarify the wording while preparing the form instead of inventing information to fill a line.
Education, employment, previous applications and convictions
Item 12 concerns previous applications specifically for permanent residence in Kazakhstan. If you have applied before, state the date, authority and decision. Do not replace this history with a list of trips or temporary residence permits you have received.
Item 13 covers both employment and education. For each entry, the table provides for the month and year of starting and leaving, the position with the name of the organisation or educational institution, and the work or study address. This form does not specify “only the last five years” or “only the last ten years”. Do not cut your history short based on someone else's sample without checking the requirements.
KLC's practical preparation method is to set out the sequence “education → employment → next period”, compare dates with your documents, and separately flag gaps, self-employment or overlapping work and study for clarification. This is a recommendation for checking your timeline, not a separate format established by the Rules. If there are not enough rows, ask the receiving office in advance how to provide a continuation; do not shrink the text until it is unreadable or omit periods to fit one page.
Item 14 contains a specific question about conviction by a court judgment that has entered into legal force. Read it in full in the official form: its wording is not simply the everyday question “Do you currently have a criminal record?” If you have had a conviction and are unsure how to answer given its category or subsequent decisions, prepare the court documents for individual review. The criminal record certificate in your document set does not remove the duty to answer the form truthfully. The general process for preparing that certificate is covered in a separate guide.
Five checks before printing and submitting

For example, an applicant changed their surname after marriage, but their diploma was issued under the former surname. The application needs to record the change in item 2, and the education details must be checked as referring to the same person. Do not “correct” the surname in the title or details of an old document just to make the papers look consistent. This illustrates a cross-check; it is not a KLC client story.
What to leave until your appointment, and how to fix an error
At the end, list the documents you are actually submitting with the application. Do not copy another applicant's list: grounds for exemption from proof of solvency and the composition of a family's case may differ. Check your document set against the complete first-application guide.
The form includes the applicant's signature, the submission date and a separate consent to the use of information constituting a legally protected secret. Below, an official confirms that the application was signed in their presence. The practical recommendation is not to sign the final copy in advance, but to do so at submission as instructed by the official. Do not complete the official section recording receipt and signature verification on their behalf.
If you spot an error before submission, prepare a clean, corrected copy: the note does not permit corrections on the form. If you discover an error after the documents have been accepted, contact the receiving authority, provide the details of your receipt and ask how to make a correction. Replacing a file on your own computer does not correct an application already submitted.
A correctly completed form is only one part of the case and does not guarantee permission. Processing times, the state fee, lawful stay while waiting and steps after a refusal are covered in the general first-application guide. If you have already overstayed, filling in the form does not itself resolve that: the situation needs separate review with the migration service and a lawyer.
