Lost or stolen Kazakhstan residence permit: replacing the card as a Russian citizen

Where to report a loss, documents for loss and theft, replacement time and what to do if the card is found.

If a Russian citizen loses their Kazakhstan residence permit card or has it stolen, they must apply for a new document at their place of permanent registration. Replacement requires a valid international passport and a written statement describing the circumstances of the loss. In a theft case, a notification slip confirming acceptance of the crime report is also required.

This guide is for a Russian citizen permanently residing in Kazakhstan who already held a residence permit. It does not replace the first application for permanent residence permission or explain how to replace a Russian passport. The rules were checked on 15 September 2026.

Start by reporting the loss to the internal affairs authorities; do not wait until the full application package is ready. Keep confirmation of your report. If the card is found after you have reported its loss, do not resume using it: the law makes a lost document invalid from the date the statement is submitted to the competent authority.

The grounds and documents are listed in item 10 of Appendix 1 to the rules for the service “Issuance of a foreigner's residence permit in the Republic of Kazakhstan” in Ministry of Internal Affairs Order No. 266. Do not confuse this part of the order with the rules for issuing a stateless person's identity document.

Where to apply and what to write

Item 31 of the documentation rules, Ministry of Internal Affairs Order No. 532, directs a permanently resident foreigner to their place of permanent registration. Do not assume that the option of applying at the place of actual stay, provided for Kazakhstan citizens, applies to you.

Ask the migration service unit at your registration address where to report the loss and where to arrange the new card: through a service provider's employee at the Government for Citizens State Corporation or using a paper application form. An electronic application through the RP DRI system does not mean that you can complete the entire procedure independently from home: the requirements provide for an in-person application.

Prepare the following information for your written statement:

  1. Where you noticed the card was missing and, as far as you know, where it was lost.
  2. When it happened; if the exact time is unknown, say so.
  3. The circumstances: loss, theft or another situation known to you.
  4. A request for a new residence permit because of the loss.

This is a preparation plan, not an approved form. Do not invent a place or date just to fill a field. A copy of the old residence permit and its number, if retained, can help describe the document, but do not replace a valid passport and statement.

Documents: mandatory and conditional

For replacement of a lost residence permit, item 10 of the special service rules under Order No. 266 provides for:

  • a valid international passport;
  • a written statement giving the place, time and circumstances of the loss;
  • a notification slip confirming acceptance of a theft report — only in cases of theft;
  • a decision in an administrative offence case and a receipt for payment of the fine — where grounds for administrative proceedings exist;
  • a state-duty payment receipt; if exempt, supporting documents.

When the application is processed through RP DRI, photographs are taken on site free of charge and the signature is captured using a scanner. For paper processing, the same item 10 specifies two photographs measuring 3.5 × 4.5 cm. There is an inconsistency with the general rules under Order No. 532: item 36 refers to item 33, which lists three photographs and the document being replaced. Before visiting, therefore, confirm the actual processing method and number of paper photographs with the receiving unit. You cannot produce a missing card; do not substitute the package for routine replacement of a retained document for a loss statement.

For restoration or replacement, the service provider retrieves information about completed fingerprint registration from RP DRI. Do not automatically request a new certificate: if there is a problem with the record, clarify what check is required. Processing time, state duty and possible violations

Item 5 of the service requirements under Order No. 266 sets the standard time at no later than 17 working days. Expedited processing takes up to 7 working days; the day the application is completed and expedited processing is paid for is excluded. These are service processing times, not time for replacing a passport, gathering documents or considering a separate administrative case.

The state duty for the card is 0.2 of the monthly calculation index (MRP) applicable on the payment date. Expedited production is charged separately under its own tariff. Before paying, confirm current payment details and the price of your chosen option; state duty, expedited processing and a representative's services are different expenses.

The document list expressly mentions living without a residence permit or with an invalid permit for more than ten calendar days, and late notification of loss. This is not permission to wait ten days before reporting it. Whether an offence has occurred and what measure applies are determined separately; this article promises neither an automatic fine nor exemption from liability. If time has already passed, give the actual dates and keep documents confirming acceptance of your report.

If the card is found or lost abroad

Under Articles 21–22 of the Law on Identity Documents, you apply to the competent authority for a new document and surrender found documents to the internal affairs authorities. If the lost document has already been replaced, the found one is destroyed under the established procedure. Do not use the old card alongside the new one.

If the residence permit disappears outside Kazakhstan, first contact a Kazakhstan consulate and the migration service unit at your place of permanent registration: coordinate reporting the loss and the documents needed to return, taking your Russian passport into account. This guide does not confirm that you can cross the border with a copy of the permit or promise that a consulate will issue a new card. If your Russian passport is also lost, discuss its replacement or a return travel document separately with a Russian consulate.

Before submitting and collecting

Check the application basis, passport validity, statement contents, theft notification slip where applicable, and photography method. Keep the application registration slip or document collection receipt: the special rules provide for collection on their basis. On collection, check your surname, date of birth and the new card's expiry date.

An incomplete package or expired documents are grounds for refusing to accept the documents under item 6 of the service rules, Order No. 266. Separately, item 11 of the requirements provides for refusal of the service itself, including where information is unreliable, documents do not meet the requirements, or the necessary consent to access personal data is absent. Under item 8 of the rules, the service provider sends a response stating the reasons for refusal. Keep it: clarify what needs correcting, and if you disagree with the grounds, examine the appeal procedure. Do not confuse this refusal with administrative proceedings arising from the loss of a document.
