A Russian citizen enrolled in full-time study at an educational institution in Kazakhstan can apply for a temporary residence permit (TRP) on educational grounds. This requires a petition from the institution and the general temporary-residence application package. A student card or a paid tuition contract does not replace a TRP.
This guide is for an adult Russian citizen admitted to a university or college in Kazakhstan who is coordinating the application with the host institution. Do not assume this route is available for part-time study, a fully remote programme or ordinary commercial courses without checking eligibility. For a minor, the involvement of a legal representative needs a separate assessment.

Start by confirming eligibility with the institution
Paragraph 10 of Rules No. 148 ties a study TRP to an application by the educational institution that enrolled the foreign national in full-time study. The list covers not only higher education but also other educational programmes specified there, including organised exchanges and preparatory courses. This does not mean that any course qualifies for a TRP.
Before travelling, contact the university or college department responsible for international students. Clarify who prepares the petition, who acts as the applicant for the host institution and who coordinates the residential address. For an online application, the service recipient—the host—needs an electronic digital signature; a signature belonging to just anyone will not suffice.
KLC recommends agreeing in writing, in advance, on the study start and end dates, mode of study, intended TRP duration and responsible staff member. This is a working coordination list, not a state-approved petition form. For educational grounds, subitem 3 of item 10 of Appendix 2 to Rules No. 992 specifically names a petition from an educational institution of the Republic of Kazakhstan as the additional document.
What to arrange before entry and what to collect for the TRP
Educational entry conditions and the state-service checklist must be checked separately. Article 31 of the Law on Population Migration lists proof of sufficient funds for living and study, subject to the stated exception for ethnic Kazakhs; a medical certificate confirming the absence of illnesses preventing study in the chosen field, and insurance; evidence of whether the person has a criminal record; and confirmation of enrolment or agreement to vocational training before entry.
Agree with the host institution on how to meet these requirements in your situation. Do not substitute the bank-balance amount or medical-certificate form from a permanent-residence guide: that is a different route. A document's absence from the TRP service package does not cancel separate conditions for entering to study.
For an application through the police or a public service centre (TsON), item 10 of Appendix 2 to Rules No. 992 requires the following package:
- A TRP application form under Appendix 1 to Rules No. 992.
- A copy of the foreign national's identity document, with the original presented for comparison.
- A copy of medical insurance registered in the Saqtandyry digital system, with the original for comparison.
- Notarised consent to residence if the service recipient does not own the accommodation provided to the foreign national.
- A certificate of fingerprint registration.
- A petition from the educational institution in Kazakhstan as evidence of the educational basis.
Russian citizenship alone does not replace the specified insurance in the study package. If the student lives in a dormitory, agree with the university on the address documents and whether the owner-consent condition applies; an address in the tuition contract alone does not settle this question.
Where an integrated digital system is available, information from it is used and the corresponding documents are not requested again. The Rules separately provide for checking fingerprint registration in the system. Clarify in advance which records are accessible for your application; the procedure is explained in the fingerprinting guide. Documents in a foreign language are translated into Kazakh or Russian, with the accuracy of the translation notarised; the legalisation rule is subject to legislation and international treaties. Do not order a translation of text already in Russian solely because the document was issued in Russia.
Five checks before handing over the package
The table below is a KLC checklist. It helps the student, institution and property owner reconcile documents, but does not replace the official list.

What to do after arrival and where to apply
The host must notify the internal affairs authorities of the foreign national's arrival within three working days of arrival under paragraph 9 of Rules No. 148. Agree on who submits the notification for the actual place of residence and ask for confirmation. Arrival notification and a TRP are separate steps; see the arrival-notification guide.
The host then submits the package at its place of registration to the territorial police authority, through the Government for Citizens State Corporation—a public service centre—or through eGov. The Rules allow an authorised representative: an individual's authority is confirmed by a notarised power of attorney, while an order or power of attorney is provided for a legal entity. Do not expect the student to replace the institution's application with a personal application alone without agreed authority.
Obtain an acceptance receipt or check the application status in the host's personal account. After issue, compare the name, identity document, address and TRP dates with the submitted package. Keep a copy of the result and the responsible staff member's contact details.
Processing time and renewal
The state service is free. Under paragraph 9 of Rules No. 992 and item 5 of Appendix 2, processing takes one working day; for a public-service-centre application, the intake day is not included. This is not the time needed for all preparation: obtaining the petition, insurance and owner's consent, and correcting errors, may take additional time. Notarial and other third-party expenses are not a TRP state fee.
Paragraph 10 of Rules No. 148 provides for a study TRP for one year, but no longer than the study, practical training or internship; national-passport validity is the overall limit. For example, if the confirmed programme ends in eight months, you cannot expect a full year on that basis. The date on the issued permit matters more than the assumption that “I am entitled to a year”.
Article 32 of the Law provides for annual renewal, with confirmation from the host institution, for the period needed to finish studying, but for no more than one year. A multi-year tuition contract does not renew a TRP automatically. Set an advance reminder—this is KLC's recommendation, not a specific statutory number of days before expiry established here.
If intake is rejected, the permit is refused or your stay has expired
An incomplete package or expired documents lead to rejection at intake: paragraphs 6–7 of Rules No. 992 require a corresponding receipt. Obtain it, identify the missing or invalid document and coordinate the correction with the institution. Such a return is not the same as a reasoned refusal to issue a TRP.
If the service itself is refused, request the reasoned notification under Appendix 6: paragraph 12 sets out the procedure, and item 11 of Appendix 2 lists the grounds. These include inaccurate information and failure to meet requirements. Keep the decision, package and proof of submission for assessment and appeal. Do not apply the permanent-residence rules' one-year reapplication restriction to a study TRP. If a separate annulment decision has been issued, check that decision's grounds and consequences rather than treating it as an ordinary document return.
If your lawful stay has already expired, contact the migration service immediately together with the host to establish the applicable procedure. Do not treat an unfinished petition as permission to remain or plan to apply after expiry. Correcting the package does not resolve the separate question of liability for overstaying.
If you are expelled, transfer or change your mode of study, promptly coordinate your further basis of stay with the institution and migration service; do not assume the previous TRP unconditionally remains valid until its printed date. After completion of the full course, Article 33 requires departure unless another lawful basis for staying exists. Working after study requires checking the relevant grounds, not an automatic change in the TRP's purpose.
What to prepare for an individual review
Prepare your entry date and permitted-stay end date, enrolment document, study mode and duration, any existing TRP, and accommodation details. These allow identification of what still needs to be coordinated with the institution.
