If you continue working for the same employer in Kazakhstan, your temporary residence permit (RVP) can be renewed annually. However, extending your employment contract does not automatically extend the permit: the hosting party must arrange an RVP for the next period. Its validity is limited by the contract and your national passport.
This guide is for an adult Russian citizen with a valid employment-based RVP who is staying with the same employer. It does not cover initial applications, service contracts or moving to another company. For the latter, see the separate guide to changing employers.
Start with three dates: the expiry of your RVP, contract and passport. Neither an HR officer's assurance nor a signed contract amendment replaces the result of the migration service. Rules checked on 12 September 2026.
How long can an RVP be renewed for?
As an EAEU worker, a Russian citizen does not need a permit to work. However, exemption from a work permit does not remove the need to arrange residence. EAEU Treaty, Article 97.
For workers who do not need work permits, paragraph 10 of the Stay Rules provides for an RVP for one year, renewable annually, but no longer than the employment contract. The same paragraph limits the permit to the validity of the national passport. An indefinite contract therefore does not give you an indefinite RVP, and a short remaining contract term does not allow you to count on a full year. Stay Rules, paragraph 10.
Example. An RVP expires on 30 September 2026. The employee and company have extended the contract until 31 December 2027, but the passport is valid only until 30 June 2027. You cannot count on an RVP until September 2027: the passport imposes an earlier limit. This illustrates how to check the upper limit, not a promise that a permit will be issued until a particular date.
What to check before applying
Complete this table with HR. It is a KLC working checklist, not an additional government form.

ESUTD is the Unified System for Recording Employment Contracts. When considering an RVP, the police compare its records with the employer's information. If the parties have signed changes to the contract, the employer must enter them in ESUTD no later than 15 calendar days after both parties sign. This is a deadline for recording contract information, not extra days of residence after an RVP expires. For filing, we recommend not leaving the record update until the last day. ESUTD Rules, paragraph 8; RVP Issuance Rules, paragraph 10.
With an indefinite contract, there is no need to invent an annual amendment simply to supply a date: check that the contract remains in force and the record reflects its actual terms. If there is a dispute over termination, first clarify the basis for further residence.
Which documents to prepare
Do not assume last year's set is enough. Appendix 2 to the RVP Issuance Rules lists the following for applications through the police or the Government for Citizens State Corporation:
- An application questionnaire using the form in Appendix 1.
- A copy of the foreign citizen's identity document, with the original for comparison.
- A copy of medical insurance registered in the Saqtandyry system, with the original for comparison.
- Notarised consent to residence if the service recipient — the hosting person — does not own the accommodation provided to the foreign citizen.
- A certificate confirming fingerprinting.
For the employment basis, the list provides for an employment contract registered in ESUTD. A Russian employee does not need to collect every authorisation for other categories of foreign citizens listed alongside it. RVP Issuance Rules, Appendix 2.
Also prepare your current RVP and all amendments changing the contract term for the renewal check. These are documents for reviewing your situation, not a claim that there are additional mandatory items in the government list. Check the IIN, employer details and address in the application.
Information from integrated digital systems is used without resubmitting the documents containing it. The police check fingerprint registration in the system: mention of a certificate does not mean you must necessarily provide fingerprints again every year. Before repeating the procedure or buying insurance, clarify which requirements apply and whether the necessary information is available for your application. Do not replace verification with the assumption that “they did not ask last year”. RVP Issuance Rules, paragraphs 5 and 10.
Who applies and how to complete the renewal
- The employee provides an up-to-date passport, existing RVP, address details and signed contract documents. They report any passport replacement or move.
- The employer confirms continued employment, checks ESUTD and appoints someone responsible for the application. The parties agree on who acts as the hosting person and what authority a representative needs.
- The hosting person applies at the place of registration through the territorial police, State Corporation or eGov portal. The portal requires the hosting person's electronic digital signature; having only the employee's signature does not resolve the applicant's authority.
- The applicant keeps the acceptance receipt or accepted-application status in their online account. Sending a scan to HR does not yet mean a government body has accepted the documents.
- After the decision, the employee and responsible person obtain the result, check the personal details and RVP dates, save a copy and set a reminder for the next expiry.
Application channels, authority and confirmation of acceptance are set out in paragraphs 4–10 of the RVP Issuance Rules. We recommend starting preparations several weeks before the RVP expires to allow time to correct details. This is a KLC time buffer, not a statutory requirement to apply “30 days in advance”. Confirm in advance when an application for the next period can be made through your chosen channel; do not leave it until the last working day.
When the temporary address changes, the hosting person must notify the internal affairs authorities within three working days. RVP renewal does not replace this notification. Renewal alone at an unchanged address should not be confused with a new arrival. Read the notification guide for more details.
Processing time and costs
The state service for issuing an RVP is free, and the application takes one working day to process. When applying through the State Corporation, the document intake day is excluded from the service period. On the portal, an application outside working hours, on a weekend or public holiday is processed with the next working day taken into account. RVP Issuance Rules, paragraphs 7–9 and Appendix 2.
This is not the time needed for all preparation: correcting an ESUTD record, obtaining the owner's consent and securing missing documents take additional time. Notarial acts, insurance and professional assistance may cost money; ask in advance about the specific services you need. Do not describe an intermediary's fee as a state duty for an RVP.
If the application was not accepted or the RVP has expired
An incomplete set or expired documents may lead to refusal to accept the application. Inaccurate information or failure to meet the requirements may lead to refusal of the service. Obtain a receipt or reasoned notification, identify the specific reason and check whether you can resolve it before your permitted stay ends. Reapplying does not itself guarantee approval.
If your RVP has expired, do not treat a new contract or a submitted application as an automatic extension. Contact the territorial migration service immediately with your passport, RVP, contract, entry dates and proof of filing. Your current status, possible liability and permissible next steps must be determined. There is no universal advice here to “leave and immediately return”.
The application deadlines after the end of a stay mentioned in paragraph 5 of the RVP Issuance Rules apply to immigrants who turned 16 in Kazakhstan. They cannot be applied to an adult employee as a general renewal grace period. The 15 days in Article 97 of the EAEU Treaty concern a new contract following early termination after 90 days from entry — not annual renewal with the same employer.

State whether your passport or working conditions have changed and whether an application has already been accepted.
