IIN before an RVP in Kazakhstan: how Russian citizens apply and whose EDS is needed

Applying in person at a PSC, passport and translation requirements, IIN processing time and costs. Correcting details and identifying whose EDS is needed for an online RVP application.

A Russian citizen can obtain an IIN before receiving a temporary residence permit (RVP). For an adult temporarily staying in Kazakhstan, the usual route is to apply in person at a Public Service Centre (PSC, or TsON) at the place of stay. The government service is free, with a processing period of one working day excluding the application day. An IIN neither replaces permission to reside nor extends the permitted stay.

An employee's personal electronic digital signature (EDS) is not required for every RVP application route. For an online application, the rules require the signature of the service recipient—the hosting party. The foreign national's IIN and the applicant's electronic signature serve different purposes. This guide covers preparation for an adult Russian citizen; children's documents, asylum and special regimes are outside its scope.

Checked on 15 September 2026. The IIN guidance uses the revised rules in Ministry of Internal Affairs Order No. 460, published on 6 July 2026 and effective from 17 July. They matter particularly when a document package contains errors. At the time of checking, the entry for the underlying Order No. 258 displayed the earlier version, so current provisions were verified against the amending order itself.

An IIN is a unique 12-digit individual identification number. Under paragraph 2 of the IIN Formation Rules, Order No. 521, it cannot be modified or generated again after its initial assignment. A new job, entry or passport therefore does not by itself mean you need a new number. If details do not match, correct the records instead of attempting a second registration.

Documents for your first IIN

For an ordinary in-person application, Appendix 4, item 10 of the revised rules lists:

  1. An application for IIN formation using the form in Appendix 1.
  2. An identity document: a valid international passport, unless a different procedure is established by an agreement between Kazakhstan and the relevant party or by the Government of Kazakhstan.

Complete the application using the document, not a transliteration you choose yourself. The surname, given name and patronymic, if any, are taken from the machine-readable zone; birth date and place, citizenship and other details come from the passport's visual inspection zone. Check the document number, validity dates and spelling of your name before the application is submitted.

Clarify the translation requirement with your chosen PSC before visiting. Paragraph 4 expressly mentions electronic copies of the identity document and its notarised translation for an IIN formation application. However, the document list in Appendix 4 separately describes translation where identifying details are absent in Cyrillic or Latin script within the correction section. Given this drafting, it is not possible to promise that no Russian passport will ever require a translation. Tell the PSC exactly which passport you will present and confirm the package; do not order a translation solely on the basis of an advertisement.

If you entered using an internal Russian passport, do not automatically apply entry rules to the documents accepted for this service. Ask the PSC whether the treaty exception applies and how your entry will be verified using that document. The list names an international passport as the general rule; this article does not claim that an internal Russian passport is always accepted or always excluded.

The cited list for initial IIN formation does not name an employment contract or an already-issued RVP. You therefore do not need to wait for the permit before starting the IIN process. At intake, however, the employee checks the border crossing through the Berkut system: the ordinary procedure is intended for an applicant staying in Kazakhstan.

The PSC application process

  1. Check whether you received an IIN before: look for an earlier registration certificate and other documents showing the number. If unsure, tell the PSC employee before registration.
  2. Prepare a valid document, clarify the translation issue and visit a PSC at your place of stay. The ordinary initial formation procedure requires a personal application.
  3. Check the application details. The employee identifies the applicant, checks the documents and entry records, and creates the application in the system.
  4. Obtain an acknowledgement of document acceptance. Keep it until you collect the result.
  5. Collect the registration certificate and immediately compare its details with your passport. It may be collected by the applicant with the original identity document or, as provided by the rules, an authorised representative with a notarised power of attorney specifically for collecting the result.
  6. Give the correct IIN to your employer for the next stages. Make sure HR records and the RVP application use the same passport details and number.

Do not confuse collection of a completed certificate under a power of attorney with initial submission: permission for a representative to collect the certificate does not remove the adult applicant's personal appearance requirement for IIN formation. The basis is paragraphs 3, 4, 7 and 9 of the revised rules.

Processing time and costs

IIN formation and correction are free. Appendix 4, items 5 and 8 establish the one-working-day period and free service; paragraph 4 excludes the day of application to the State Corporation from the processing period. For example, if a complete package is accepted on Monday and there are no public holidays, the ordinary calculation leads to Tuesday—not issuance within an hour.

Translation, notarial work, travel and a representative's services are separate potential expenses, not an IIN government fee. The service does not offer paid expedited processing. Document preparation and remedying deficiencies cannot be folded into a promise of “an IIN and RVP in one day”.

Do you need your own EDS for an RVP?

Under the RVP Issuance Rules, Order No. 992, paragraphs 4–5 and 8, hosting parties are the service recipients; applications may be made to territorial police, through the State Corporation or via the portal. For the portal, the service recipient—the hosting party—needs an EDS. This is not a universal requirement for every foreign employee to obtain a personal EDS before any application.

Separate the responsibilities: the employee supplies accurate passport details and their IIN and completes the required personal steps; the hosting party prepares and submits the application through the selected channel. For an in-person submission, a representative's authority must be confirmed under the rules for that service. Do not share EDS keys and passwords for convenience—identify the proper applicant and signatory in advance.

Paragraph 10 of the RVP rules provides for checking the foreign national's IIN and those of accompanying family members in the digital system. Having a number does not dispense with checks of the contract, grounds for residence, housing or fingerprinting. For the full process, see the employment-based RVP guide for Russian citizens.

Incorrect details, a lost document or a refusal

An error in existing records. Apply to a PSC for correction, bringing a valid identity document and documents supporting the change. For changes to identifying details, the list names the relevant certificate; for an application through a representative, a notarised power of attorney. The text contains inconsistent form references: paragraph 3 points to Appendix 3, which is indeed titled as a correction application, while the document list points to Appendix 2. Ask the PSC for the current correction form; do not submit a special form for another applicant category merely because of this cross-reference.

Deficiencies at document intake. Paragraph 5 of the revised rules provides for a digital waiting list and a period to remedy errors or incompleteness. Documents are returned without being kept; the correction period is excluded from the service period. Clarify the specific deficiency and deadline, correct the package and resubmit it. If the deficiencies are not remedied in time, acceptance is refused.

A reasoned refusal of the service. Obtain the notice stating the reason and distinguish it from intake comments. Paragraph 8 allows a new application after the reasons for refusal have been remedied; paragraphs 12–16 set out the complaint procedure. Keep the receipt, notice and evidence of corrections. Restrictions on reapplying for other migration services cannot automatically be applied to an IIN.

A lost certificate. Paragraph 10 provides for a duplicate issued by the State Corporation. Losing the certificate is not grounds for assigning a second number.

Can you obtain an IIN from Russia or stay longer without an RVP?

The ordinary procedure described above requires a personal application at the place of stay and verification of entry. Under its paragraph 8, the pilot for IIN issuance through overseas missions that was found ran until 31 December 2025. It does not establish that this service is available in a Russian consular district in September 2026. Before paying an intermediary, ask the specific overseas mission for the currently valid legal basis and intake conditions.

Obtaining an IIN, waiting for the result and correcting records do not authorise you to exceed your permitted stay. Count the days separately using the guide to staying without an RVP. If you have already overstayed, contact the migration service about resolving it: obtaining an IIN does not remedy the violation. Do not postpone this issue until the number is ready.
