Yes, a pensioner who is a Russian citizen can obtain a residence permit in Kazakhstan. Retirement age does not itself prevent an application, but it does not create a separate “retirement residence permit” either. First, you obtain permission for permanent residence; then you apply for the residence permit card. Employment in Kazakhstan is not mandatory under the general application procedure: an employment contract is not in the ordinary permanent-residence document list.
The main question for a pensioner who is not working is whether to prove a bank balance or provide documentary evidence of an exemption. A pension certificate and a statement showing monthly Russian pension payments do not, by themselves, replace the bank certificate or establish an exemption. Your place of birth, former citizenship or family circumstances may, however, matter.
This guide covers an adult Russian citizen planning to live permanently in Kazakhstan. The rules were checked on 15 September 2026. Pension awards and payments, medical insurance and citizenship are separate procedures: this article does not promise that they will be arranged automatically with a residence permit.
What to check before moving
Start with your personal and family records, not with transferring your pension. This helps establish whether you need a substantial bank balance before spending money on certificates and travel.

This is a checking tool, not a migration authority decision. An exception must be supported by documents, not merely a verbal account of family ties or life in the USSR.
Financial means: pension income or a bank balance?
Under Ministry of Internal Affairs Order No. 531, paragraph 2, an applicant without an exemption submits a certificate signed by an authorised person at a Kazakhstan-resident bank or a Kazakhstan branch of a non-resident bank, confirming funds in an account or accounts. The minimum is 1,320 monthly calculation indices (MRP) on the application date. A certificate solely from a Russian bank or a pension-payment statement does not replace this document.
In 2026, one MRP is KZT 4,325 under Article 7 of the Budget Law. For one adult without an exemption, the calculation is 1,320 × 4,325 = KZT 5,709,000. This is the balance to be evidenced, not a state fee or the price of a residence permit. For spouses, check each applicant's obligation separately: one pension or one verified document set must not be assumed to cover both.
Article 49(4) of the Law on Population Migration provides exceptions, including for ethnic Kazakhs, former compatriots born in or previously holding citizenship of the Kazakh SSR or Kazakhstan, and people entitled to simplified citizenship acquisition under international treaties and their family members. Pensioners are not listed as a separate exempt category. Being born in another USSR republic is not, in itself, equivalent to being born in the Kazakh SSR.
A Russian citizen with relatives should check Article 1 of the Agreement of 26 February 1999. One condition concerns a close relative who is a Kazakhstan citizen and permanently resides there, such as a child or spouse. Another specified situation applies if the applicant held citizenship of the Byelorussian SSR, Kazakh SSR, Kirghiz SSR or RSFSR and simultaneously citizenship of the former USSR, and was born in or lived in Kazakhstan before 21 December 1991. A Russian passport alone is insufficient. Checking this entitlement for an exemption from financial evidence does not mean that citizenship is being granted in this procedure.
Practical step: gather your birth certificate, relationship and name-change records, and archival evidence where necessary. Clarify which documents will establish your specific exemption. The bank document is covered in the financial-means guide.
Which documents does a pensioner need?
The general permission-to-reside package is set out in Appendix 7, item 10 of MIA Rules No. 992. An ordinary adult applicant needs:
- The application questionnaire in Appendix 8 to the Rules.
- An international passport: the original for comparison and a copy. It must have more than 180 calendar days of validity remaining on the application date.
- Evidence of financial means or a document establishing an exemption ground.
- A criminal-record or no-criminal-record document from the country of citizenship and/or permanent residence. A Russian citizen permanently living in Russia needs the relevant document from the competent Russian authority; if you lived permanently elsewhere, check the applicable set separately.
- A notarised housing document: an agreement with an individual or legal entity for applicants proving financial means, or a statement providing housing for residence and permanent registration for at least 180 calendar days. Choose the form that fits your circumstances; a relative's informal promise is not a substitute.
- Medical certificate Form 028/u confirming the absence of diseases on the prescribed list.
- One photograph measuring 35 × 45 mm.
- Evidence of payment of the state fee.
- A certificate confirming fingerprinting.
A pension certificate is not part of this ordinary list and cannot replace any of its items. Special categories have specific requirements: for example, the in-demand-profession route requires a petition from the relevant sectoral government authority. Do not add this to an ordinary pensioner's route.
The list sets a validity period of no more than 180 calendar days for financial-means/exemption, criminal-record and medical-examination documents. Check your ground and housing first, then coordinate when to obtain the certificates. Documents in a foreign language are translated into Russian or Kazakh, with the accuracy of the translation notarised. Legalisation depends on the applicable international treaty: this list does not imply a universal requirement to “apostille everything from Russia”.
Age does not replace the medical check or fingerprinting. If your health makes personal attendance difficult, clarify the arrangements with the department in advance; do not assume that a relative can complete the entire procedure instead of an applicant who has legal capacity. For a person declared legally incapable by a court, the Rules separately provide for an application by a legal representative with proof of authority.
Steps, processing times and costs
- Before travelling, check your passport, exemption ground, family records and whether permanent registration can be arranged at the chosen address. Request Russian documents allowing for preparation time and their validity periods.
- After entering, monitor your lawful stay and the host's arrival notification. Obtaining certificates does not independently entitle you to remain beyond the permitted period; use the guide to permitted stays.
- Prepare financial evidence or exemption documents, notarised housing arrangements, the medical certificate and fingerprinting. Cross-check names and dates throughout the package.
- Apply personally through the territorial police authority or the Government for Citizens State Corporation under Rules No. 992. Keep the receipt and clarify when the result is due.
- After approval, arrange permanent registration and the residence permit card. This is the next stage, not the same service: see what to do after permanent residence is approved.
Under Appendix 7 to Rules No. 992, processing the permission application takes 45 calendar days from submission of the necessary documents. This is neither the duration of the entire move nor the card-production time. The permission fee is 4 MRP on the payment date, or KZT 17,300 in 2026. The card is arranged separately; check its own service fee and processing time. Medical examinations, notarial work, translations and bank services are additional expenses charged by the providers, with no single total price.
Can you first obtain a family TRP?
Sometimes, but not simply “because you are a pensioner”. Article 27 of the Law on Population Migration includes parents who are unable to work and dependent on the inviting person in the family route. Both conditions, supporting documents and an eligible inviter status matter. An adult child's mere presence in Kazakhstan does not establish the parent's right to a temporary residence permit (TRP).
Before choosing this route, establish whether the child is a Kazakhstan citizen, a permanent resident or belongs to another category specified by law. Do not transfer family-TRP requirements to the financial-means exemption for permanent residence: these are different checks. There is no employer in an ordinary pensioner's route; a fictitious employment contract is unnecessary.
If documents are not accepted or permission is refused
If the package is incomplete or documents have expired, obtain an intake-rejection receipt and correct the listed deficiencies. This is not the same as a reasoned refusal of permission following consideration of the application.
Grounds for refusal and annulment are listed in Article 49 of the Law and Appendix 7 to Rules No. 992. On this route, it is particularly important not to claim an unproven exemption, submit inaccurate information or disregard migration violations, health requirements and fingerprinting. Age and receiving a pension are not, by themselves, listed grounds for refusal.
After a reasoned conclusion refusing or annulling permission, Rules No. 992 allow a repeat application no earlier than one year after that conclusion. Do not apply this restriction to an ordinary rejection of an incomplete package at intake. If you disagree with the decision, retain it, proof of receipt and copies of your documents for an appeal: reapplying and appealing are different procedures. If you have already overstayed, first contact the migration authority to resolve the violation; a permanent-residence application does not erase it. After receiving permission, plan your actual residence too: Article 49 provides for annulment if you live in Kazakhstan for fewer than 183 days in any consecutive twelve-month period from the date permission was issued, subject to statutory exceptions. Where to start in your circumstances
Gather three sets of information: where you were born and which citizenships you held; which close relatives live in Kazakhstan and their status; and what funds and housing are available for the application. These determine whether to prepare a bank certificate or exemption evidence before ordering the remaining documents.
